VS Express Edition doesn't include the Windows SDK libraries - you have to install those separately. But the bundled environment based on VS2010 Shell does include all of those libraries. I have seen some users find that the path isn't searched for some reason - you can add the explicit path to the library search list if needed. When testing/certifying Gen 8.5 with Visual Studio 2010 only its default Windows SDK 7.0a was used. The problem also does not occur when running with Visual Studio 2012 and Windows SDK 8.1. So the resolution is to either use Visual Studio 2010 with Windows SDK 7.0A or use Visual Studio 2012 with Windows SDK 8.1. To build 64 bit Windows binaries use the the 7.1 Windows SDK. The 32-bit OpenJDK Windows build requires Microsoft Visual Studio C 2010 (VS2010) Professional Edition or Express compiler.
